County Commission Sets Millage Rate

The Upson County Commissioners held a called meeting Monday to set the 2011 millage rate.

At last Tuesday’s regular meeting, Commission Chairman Maurice Raines announced that the unused funds from the 2005 SPLOST would be refunded to taxpayers in the form of a rollback in this years property tax millage rate. The reduction would lower the rate approximately 18% to 19% below last years 12.72 mills.

The discovery of a Georgia Supreme Court ruling from a 2004 case, Haugen v. Henry County, that stipulates “excess” SPLOST funds cannot be declared until all projects identified in the SPLOST resolution have been completed, prohibits the commission from applying the refund until at least 2012.

With a 4-1 vote, the commission approved keeping the rate at 12.72 mills. Commissioner Spraggins cast the dissenting vote, stating that he felt the rate should be lower.

  2. Seems like our Great One, Mr. Raines should have done a little research before promising something he can't delivers! Not like that's the first time he has promised without delivering!
